Our Mission to End Homelessness: A New Chapter
For over 130 years, Waypoint has been a crucial resource for the community, empowering families and individuals to move forward in their lives.
Waypoint launched a $4.9 million capital campaign, "Creating Hope: A New Vision for the Madge Phillips Center," to strengthen the community’s efforts to end homelessness. As the local leader in homeless and housing services, Waypoint is securing the future of cost-efficient, high-impact housing solutions. This campaign will support the historic renovation of the Madge Phillips Center Shelter into the Madge Phillips Apartments, create a new space for the Coordinated Entry Call Center Program, and enhance private Housing Services offices.
We are grateful to announce all gifts to the campaign will be matched through The Hall-Perrine Foundation and Busse Foundation. The Hall-Perrine Foundation started the campaign with a one-for-two $1 million match grant and the Busse Foundation provided a $1.5 million gift and will match remaining funds to close out the campaign.

- Entry Level Apartments
- 1st Floor: three 1-bedroom and one studio
- 2nd Floor of MPC: two 2-bedroom, two 1-bedroom, and four studios
- Community Room
- 1st Floor: tenant use and community/Waypoint meeting space
- Coordinated Entry Call Center
- 1st Floor: Providing immediate support and referrals via walk-in or phone
- Housing Specialist Offices
- Main Building: Providing private office space for confidential meetings with clients
The MPA Campaign is a transformational project that directly addresses the region’s most pressing housing needs. By using a Housing First approach, Waypoint will help families and individuals achieve long-term stability while alleviating systemic pressures on emergency services, shelters, and public resources. The success of MPA will serve as a model for future housing solutions, creating lasting generational change for those most at risk of homelessness in Cedar Rapids and beyond.
